The National Cultural Policy

Formulated in 1971, the National Cultural Policy set principles for building a shared national culture to strengthen unity among Malaysia's diverse peoples.

Why a national culture?

After the 13 May 1969 tragedy, the government recognised that a shared national culture could help unite Malaysia's many communities. The National Cultural Policy was formulated in 1971, following a national congress on culture held that year, to guide the growth of a common Malaysian identity while respecting diversity.

The three principles

The policy rests on three guiding principles.

  • The national culture is based on the indigenous cultures of the region (the cultures of the original peoples of this area).
  • Suitable elements from other cultures may be accepted and absorbed, so long as they fit the first principle.
  • Islam is an important element in shaping the national culture.

The National Cultural Policy therefore works alongside education and language policy as a pillar of unity, helping citizens feel that they belong to one nation with a shared cultural foundation.
