Why cooperation is needed
Although powers are divided by the Federal Constitution, many national goals can only be reached if both levels of government work together. To make this smooth, the Constitution sets up several national councils in which federal and state leaders meet, share views and agree on common policies. Cooperation avoids duplication, saves money and ensures balanced development across all states.
The main coordinating councils
