A step-by-step process
Forming Malaysia was not done overnight. It followed an orderly series of steps to make sure the union was legal, wanted by the people and constitutionally sound.
The main steps
- Consultation — the Malaysian Solidarity Consultative Committee (1961) gathered leaders to discuss and support the idea.
- Survey of opinion — the Cobbold Commission (1962), chaired by Lord Cobbold, surveyed the people of Sarawak and North Borneo and reported that the majority favoured joining if their interests were protected.
- Constitutional arrangements — the Inter-Governmental Committee under Lord Lansdowne worked out safeguards for the Borneo states, producing the 20-point (Sabah) and 18-point (Sarawak) memoranda.
- Agreement — the Malaysia Agreement was signed in London on 9 July 1963 by Britain, Malaya, Singapore, Sarawak and North Borneo.
- UN assessment — because of objections from Indonesia and the Philippines, a United Nations mission re-checked opinion in Sabah and Sarawak, confirming majority support.

The final step
The union was originally set for 31 August 1963 but was postponed to allow the UN survey. After the assessment confirmed the people's wishes, Malaysia was declared on 16 September 1963, uniting Malaya, Singapore, Sarawak and Sabah.
