Background of Monarchical Rule and Parliamentary Democracy

Malaysia blends an ancient tradition of Malay monarchy with a parliamentary democracy modelled on the British system.

Malaysia's system of government joins two great traditions: the age-old monarchy of the Malay states and the modern parliamentary democracy inherited from Britain. Together they form a constitutional monarchy.

The tradition of Malay monarchy

Rule by Sultans is one of the oldest institutions in the region, reaching back to the Malacca Sultanate in the 15th century. Each Malay state was headed by a hereditary ruler who held daulat and commanded the loyalty of the rakyat. This monarchical tradition survived the colonial era and was carried into independent Malaya, where the rulers kept an honoured place.

The roots of parliamentary democracy

During British rule, institutions such as the Legislative Council introduced the idea of law-making by an assembly. As independence approached, Malaya adopted the Westminster model of parliamentary democracy, in which the people elect representatives and the government is drawn from, and accountable to, an elected legislature.

Bringing the two together

At independence in 1957, the Federal Constitution combined both traditions. This balance gives Malaysia a stable system that honours heritage while giving power to the people.
